This is all explained in detail on page 10 of the 2004 Council & Unit
Planning guide: "Your expedition begins with lunch on Day 1, you're off the
trail on day 12, and depart Philmont after breakfast on Day 13."

Note that day 1 is the day in your expedition number. The evenings of day 1
and day 12 feature opening and closing campfires and those nights are spent
in the trailbound or homebound tents in base camp.

The guide also states: "YOU MUST WRITE OR EMAIL PHILMONT REQUESTING APROVAL
IN ADVANCE IF YOUR TRAVEL ITINERARY REQUIRES A LAYOVER. All approved
layovers are limted to one night." And, "DO NOT PLAN TO ARRIVE EARLY OR
DEPART LATE WITHOUT WRITTEN CONFIRMATION FROM PHILMONT."
