I will leave the issues of whether to drop out, and getting to the Ranch
if he sticks with it, to others (my opinions in this matter would not be
constructive!) Comment on getting into the back-country late: There is
no established system for getting Scouts or Scouters reunited with their
Crews. Basically, you have to be lucky and have either a Chaplain or an
Administrator who happens to be going your way. Possibly commissary
resupply trucks too, though I heard once that they are not allowed to
transport trekkers (i.e., I don't know the truth of that matter). Note
also that it is my understanding that you can only be dropped off at a
staff camp (or at a trail camp late in the day, *IF* your Crew is
already there) - for obvious reasons, they are definitely not allowed to
leave anyone alone at a trail junction or at a trail camp, in "hopes"
that your Crew will arrive. So if your adult was lucky, he could link
up easily on your Trail Day II, and if unlucky, he could spend 3 - 4
days in Basecamp, waiting for a ride. And there's no guarantee that the
Ranch won't ask him to remove to a Cimarron hotel for lodging while he
waits - they no longer favor having people sit around Basecamp twiddling
their thumbs. That's some mighty expensive waiting....
Your intention to contact Philmont to discuss this matter is the best
advice anyone else could give you, too.

There is a family function that he must attend Saturday evening, and the best transportation arrangements he can make gets him into Philmont Monday afternoon approximately 2pm. Flights on Sunday from St. Louis to Denver or Albuquergue and then some sort of ground transportation to Raton or Cimarron are limited, especially for a single individual.
