My Crews have mostly all hiked high number strenuous or superstrenuous
treks, including 30 in 2000 and a fire-modified version of 32 in 2002.
Both of those treks offered plenty of program (see my diaries at:
http://www.troop111.org/phil02.html ). The key to making the programs,
in my opinion, is very easy - are you willing to be a Dawn-to-Dusk Crew?
  If yes, you can make all the program activities without too much
difficulty. If not, you will miss some (or many) programs. You need to
discuss this with your Scouts - if they are unwilling to get up at the
crack of doom, or go to bed while the horizon is still a fiery red, then
you are setting yourselves up for a lot of aggravation and frustration
if making program is very important and you're on a high number trek.
If they ARE willing, then you can both see a whole heck of a lot of
Philmont AND enjoy plenty of program - and you sure won't have a lot of
"down-time". That has always been my Scouts' preference, and I have
been very fortunate to tag along.
