The quick version: If the tent is actually a TENT, and not a bivvy sack
or survival shelter, AND it's for an adult (not a Scout), Philmont
will tend to turn a blind eye.

HOWEVER, the rule is as stated, and just because it has not been
rigorously enforced in past years, does not mean it will not be
rigorously enforced this year. Fair warning.

If you bring one man tents and Philmont refuses to allow you to use
them, well then you will just be given the regular Philmont tents that
they provide to any Crew needing tents. This may result in a storage
issue for your surplus tents, but that also can be worked out.
