RE: [Philmont]: Number of times to Philmont

Troops can't go in consecutive years, but councils can, and there's no
restriction on individuals. A Scout could go with his troop this year, his
council contingent next year, and as an individual participant (Rayado,
R.O.C.S., etc.) the year after that.
