[Philmont]: Horseback Activities

We have two youths that are allergic to animals and one leader who exceeds
the size restriction for horseback riding. So I'm trying to get a sense on
how we'd work out our group at that camp and maintain 2-deep leadership.
Are there usually other crews and leaders there at the same time to
consolidate leadership so some can go while others unable or unwilling stay
at camp? Or does the entire crew simply have to forgo that particular
activity.
