William:
The "two deep' rule is less restrictive than your question suggests.
Take a look at these policies, lifted from the BSA website:
Two-deep leadership.
Two registered adult leaders or one registered leader and a parent of a
participant, one of whom must be 21 years of age or older, are required
on all trips and outings. The chartered organization is responsible for
ensuring that sufficient leadership is provided for all activities.
No one-on-one contact.
One-on-one contact between adults and youth members is not permitted. In
situations that require personal conferences, such as a Scoutmaster's
conference, the meeting is to be conducted in view of other adults and
youths.
You need two deep leadership for the trip, but you don't need two adults
at every location youth may be at any given time; this is as true at
Philmont as it is at your council summer camp. You may have several
times in your trek where only part of your crew wants to do something,
and the rest just want to chill; the "Safe Scouting" rules allow that.
And talking specifically about horseback rides: they originate from busy
and "relatively) heavily populated staffed camps. There will be plenty
of other folks around the camp, and the folks who don't take the ride
will have other, less structured, activities available.
