I am actually surprised about number 7 because during my travels to Philmont numerous people have laptops as carry on baggage. I personaly brought a laptop and opened it up in front of the train attendent. Regarding the weapons: I think a knife would constitute a weapon and the train attendent actually saw a knife one of the scouts was carrying. No problems in either case. I believe that they are only strict in the obvious situations but just stick the rest of the items into the list of prohibited items just for legal reasons.
Note: Amtrak does not have any security in making you walk through metal detectors or scanning your bags. So while it is definitely not scoutlike if they say not to bring lighters (which do contain flammable fluids), it would concievably be possible to take them on the train without them noticing. If you call up amtrak ahead of time and ask for permission to bring the lighters with one adult carrying them for the troop they probably would not have a problem with that.

The following kinds of items are prohibited as both checked and carry-on baggage:
Any type of gun, firearm, ammunition, explosives, or weapon.
Incendiaries, including flammable gases, liquids and fuels.
Large, sharp objects such as axes, ice picks and swords.
Corrosive or dangerous chemicals or materials, such as liquid bleach, tear gas, mace, radioactive and harmful bacteriological materials.
Batteries with acid that can spill or leak (except those batteries used in motorized wheelchairs or similar devices for mobility-impaired passengers).
Club-like items, such as billy clubs and nightsticks.
Fragile and/or valuable items (including but not limited to electronic equipment).
Animals (except service animals).
Oversized and/or overweight items.
