Actually I think its really about base camp, staff camp and ranger capacity.
In 2004 we had four crews on our trek #.

I know they limit each itinerary to a max of two crews per day, but I think
the total number of crews arriving each day is around 35, which means there
are a lot of "open spots". This is my observation based on the treks I've
taken and seems reasonable based on the annual attendance figures and length
of the season.
On any given day, I'd guess many of super-strenuous and some of the
strenuous treks don't have two crews, some probably don't have any. It
would be interesting to see some statistics about popularity of the
itineraries.
