Coop, I'm not sure this is *quite* true. The Urraca trail that attendees to
PTC are encouraged to do on their off day, is, as I understand it, open to
anyone pretty much all the time. There is even a specific patch for that
hike available over at the craft center at PTC. I suspect there are other
places on the ranch you could go, and checking with CHQ might be a good
place to start. We were also told at PTC that the river that goes along the
highway through Philmont is available for any registered Scouter to fish
(when getting Philmont permission), so presumably some minimal day hiking in
that area would possibly be allowed.
It would not surprise me, however, if the ranch prohibited day hikes by
visitors to areas where trekking crews exclusively go (although treks do
cross the Urraca trail)

No day hikes or the ranch would be swamped with all sorts of folks out on
their own. Lots of insurance liability implications too!

I probably should know the answer to this question, but if you were to
just
SHOW UP at Philmont, will they let you do a day hike on the ranch? For
example, if you were in the area and just wanted to hike to the Tooth and
back, would they let you? If so, do you check into base camp so they know
you are on the ranch? Along these same lines, what about backpacking on
the ranch (not during summer season) WITHOUT a ranger and you providing
