Well, just to be contrary....
When we were coming down the Tooth into basecamp last summer, there was
a group of day hikers on their way up. Three or four scouts, two male
leaders, a female adult and at least one younger girl, as I recall.
They certainly weren't in shape - the two male leaders were already
huffing and puffing. I talked to them a little and they told me they
were just out for a day hike to the top. I don't recall that I asked
them if they were at the PTC, or just driving through, although I think
they were just on their way through New Mexico and stopped in at the
ranch for a day.
I don't know if they asked permission though, they might just have
slipped through the cracks...
