Sounds like they just slipped through the cracks. According to the Philmont
Training Center Hiking Trails guide:
"Training Center participants and family members may hike to Lover's Leap,
the T-Rex print, the PTC Nature Trail or the Urraca Trail. All other
Philmont trails are closed to Training Center participants."
PTC participants also have to turn in a health form to hike (not the same
one as backcountry participants) and are supposed to sign in and out at
their tent city office. Based on those requirements, I'd be surprised if
drop-in visitors would be allowed to hike anywhere on the ranch.
If I remember correctly, the Urraca Trail was created exclusively for PTC
participants to give them an alternative to hiking to the Tooth.
