I was going to write that the website for the Casa del Gavilan includes a trail map for the Urraca Trail and states that guests have permission to enter Philmont's property to use it (which implies the general public does not). BUT I just went there and see that their Trail Map was revised in 2004 to indicate that you now must stay on their property (my wife and I did just that short loop during our B&B stay in 2002, and were surprised by a bear in a full run across the trail just ahead of us.) So now I'd say that the Urraca Trail is not available except to PTC participants.

I suspect there are other places on the ranch you could go, and checking with CHQ might be a good place to start.

I am pretty sure that no one is ever permitted into
PHILMONT'S backcountry unescorted by staff. As others have noted, Philmont's summer treks do utilize (with permission) some public lands, which of course are under the jurisdiction of whatever agency controls them.
