I can't speak to train travel, but we have had requests for photo ID
"sporadically" for air travel on our various high adventure treks since
9/11. No rhyme or reason why some request it and others don't; however,
I'm guessing it gets waived for Scouts in full Scout uniform. In
Virginia, the Scouts can go to the DMV and get a photo ID that is
basically a VA diver's license that doesn't quite match the real thing
but contains all the critical info. My guess is that most states offer
a similar service. Note that we have also found that formal school ID
is also acceptable for Scouts under the age of 18, both domestically and
international (the latter as a supplement to a Passport). "FWIW".
