Sorry, I can't buy this as a reason. In order to even get a trek
(outside of council contingents) you *ALREADY* have to be on-line
to enter the lottery.

If council contingent, there has to be someone involved who
has ACCESS to the internet.
if not, you don't just have one person on the crew. Besides
whoever had access to place the lottery entry, you will have
*someone* on the crew with access.

In any case, the bugaboo of not having everyone on line to not
have the trek book on line is a silly argument. Not everyone
has a phone, but that doesn't mean they had to have no call
in procedure. You can't solve all the worlds problems, and
the fact you can't is no excuse not to do something that is
otherwise worthwhile.
