[Philmont]: Packs

To reiterate the Philmont position on packs...they are to be in the Bearmuda
Triangle, spread out, not too near the tents (which are outside the BT),
covered, and on the ground. I guess this could mean under the dining fly. Just
that we have never done that. Pack covers have made that unnecessary.
