Our crew experience was to disperse packs with pack covers on at all
times except when being dug through. Our Priority of Work in camp was
tents, fly, bear bags usually because of the daily rain-coming
in-just-as-we-were-getting-to-camp pattern. Our first step was a
packline with packcovers on which forms a pretty weatherproof layer. As
the packline was formed, tents were pulled out to prevent going back and
rooting. We were usually racing the rumble of thunder and incoming rain
so we had an impetus for speed and efficiency! Frankly, we didn't go to
our packs very often once those 3 things were set. Stoves were in the
fire ring, food was up in the BBs. Any short term expected needs was
pretty much in their day packs and they were off at the program. The
only thing left in the packs most of the time was clean spare clothing
in zip locks. That kept the fly free for use as a gathering place, but
we didn't even do that very often. Our guys tended to sit out even in
the rain. Go figure!

We also found the short branch stubs projecting from trees made handy
hang points for a pack if someone needed to get a pack off the ground.
Some might indicate that is a no-no to touch a tree, but our ranger
indicated that was good to go and a pack a foot off the ground, vertical
with a pack cover on will keep the contents about as snug and dry as
anywhere.

I'd go a slightly different direction than Jim here - it seems to me
that having the pack leaning against trees in the Bearmuda Triangle with
pack covers on allows each member of the crew easy access to their packs
and protects them from the rain. If you need to dig through your pack
when it is raining, THEN move it under the dining fly to protect the
contents from getting wet if necessary. And with everything in ziplock
bags, limited rooting through the pack in a light or even moderate rain
usually is not a problem with the contents getting wet.

Echoing others - always setup the tarp and use it to store the crew
gear.

We always rig our tarp with a ridge rope that runs from pole to pole
under the tarp. Ground to pole to other pole back to ground with the
tarp tied off just behind the poles.  This way you can easily get the
sag out of the ridge with little or no tension on the tarp itself.

What I find interesting is how our different Rangers in our sister crews
gave us different direction in several Philmont protocols.
Our Ranger recommended we place our packs against a tree, with covers
on, scattered outside the tent area. He said we could use the tarp if we
wanted, but most nights were dry. When it was raining, water would
sometimes run under the tarp despite our best efforts at locating a
suitable spot. I didn't like the idea of my pack laying on the ground
under the tarp not knowing if it might be in a small river when I wake
up.
I never really used the tarp, but some of the boys liked to eat out of
the rain, which can be nice during monsoon season. They had no problem
sitting under it, and we used trekking poles for support. Here is a
