RE: [Philmont]: Not Kilts

To clarify (and this took a while for me to find):

"BSA Rules and Regulations, Article X, Section 4, Clause 4. Prohibition of
Alteration or Imitation:

a). No alteration of, or additions to, the official uniforms, as described
in the official publications, or the rules and regulations covering the
wearing of the uniform and the proper combinations thereof on official
occasions, may be authorized by any Scouting official or local Council or
any local executive board or committee, except the National Executive Board
after consideration by the Program Group Committee.

b) Imitation of United States Army, Navy, Marine Corps or Air Force uniforms
is prohibited, in accordance with the provisions of Act of Congress,
approved June 3, 1916."

I do want to note that in researching for the response to a private query
regarding this rule, I discovered that, to the best that I can determine,
the Boy Scouts of America has not electronically posted the BSA Rules and
Regulations, in whole or in part, at least not that Google can find. I was
left with identifying this article because of the numerous references and
referrals to it by both individual Scouters and by councils. I am fairly
"Ivory Soap certain" that this is the accurate representation of the clause,
but if it's not, then I suggest someone identify and post the exact language
they have discovered.

My interpretation of a) is that the pubs we use on a daily basis to uniform
our troops are to be used as the official uniform and straying from that
uniforming code would make you non-uniform. Essentially, as long as we stay
on the straight and narrow of the guidelines, we are cool, otherwise we
aren't. I suspect it means that we probably don't have any more latitude to
wear clown costumes that we do camo.

What this has to do with pith helmets or kilts, I have no idea. I am,
again, simply responding to a request from one of the list subscribers to
identify the source for my comment about (para)military clothing.
