My interpretation of a) is that no scouting official, council or local
exec board or committee can authorize a change in the uniform. It
doesn't say anything about a scout (or scouter) wearing a clown costume
or any other non-uniform article of clothing while not in uniform. I
think this is just saying that local authority doesn't extend to
defining a local uniform that differs from the official uniform. OK.
If there is a rule that says everyone must wear the official BSA uniform
at Philmont, then it would have a deeper meaning. I'm not aware that
that is the case and experience would certainly suggest otherwise. Once
you're in the non-uniform realm, item a) below is meaningless (I would
think).

Item b) on the other hand "might" be interpreted as no camo. But that
would suggest that a lot of hunters would violate that rule too. Item
b) isn't specific to scouts. Also, I've never seen anyone in the US
military staking a claim on the kilt as an official uniform. :)

"BSA Rules and Regulations, Article X, Section 4, Clause 4. Prohibition

I do want to note that in researching for the response to a private
query regarding this rule, I discovered that, to the best that I can
determine, the Boy Scouts of America has not electronically posted the
BSA Rules and Regulations, in whole or in part, at least not that Google
can find. I was left with identifying this article because of the
numerous references and referrals to it by both individual Scouters and
by councils. I am fairly "Ivory Soap certain" that this is the accurate
representation of the clause, but if it's not, then I suggest someone
identify and post the exact language they have discovered.

My interpretation of a) is that the pubs we use on a daily basis to
uniform our troops are to be used as the official uniform and straying
from that uniforming code would make you non-uniform. Essentially, as
long as we stay on the straight and narrow of the guidelines, we are
cool, otherwise we aren't. I suspect it means that we probably don't
have any more latitude to wear clown costumes that we do camo.

What this has to do with pith helmets or kilts, I have no idea. I am,
again, simply responding to a request from one of the list subscribers
to identify the source for my comment about (para)military clothing.
