Help me out here,
We are just heating the water to speed up the hydration of the food and to
get it warm to hot in the Turkey bag to eat. We "cook" everything in the
Turkey bag at once. You are mixing the dry ingredients in the bag with the
water. Then putting the Turkey bag in the pot with 2 inches of water in the
bottom of the pot to turn the pot into a double boiler. Then starting the
stove to bring it to a boil for about 7ish to 10ish minutes or so. Turn OFF
the stove, put the cook pot on the ground for about 7ish minutes, eat.

Just to clarify, most, if not all Philmeals DO NOT call for "cooking" or
rehydrating over heat. The instructions are to boil the water, remove the
pot from the stove, add the ingredients, cover and let sit to rehydrate.
Which goes a long way to minimizing the cleanup effort - nothing is burned
on the bottom of the pot.
Frankly, that cleanup has never been an issue with my crews, but if it is
with yours, a method where you add the boiled water to the ingredients in
something other than the pot might work better for you. Just figure out
what you are going to do before you hit the trail at Philmont.
