Similar experiences for our crews at Ponil Turnaround. We have had it go both ways.
Early for our pick-up time, sometimes got a ride on earlier bus, and sometimes had to wait for our assigned bus even though there was room.
As the point was made; pick a realistic time at logistics and do your best to be on time, but recognize that the scheduled crews who are there at their assigned time have priority. In my experience it seemed like the use of any room left over space was up to the driver. Philmont staff (rangers) waiting for a ride got second priority and then any waiting crews. Usually any "late" crews got priority over "early" crews.

Just a word of caution about return bus pickup. In my experience, my crews
have always been assigned specific pickup times during check in at Logistics
for the return bus to CHQ. On three occasions I can specifically remember
at Ponil Turnaround, we were early at the turnaround and were denied
boarding on an earlier bus since it was not our assigned bus, even though
the bus had room for us. We weren't on the driver's list. First time this
happened to me (in 94), we cooled our heels and waited 2 hours for our
assigned bus at the assigned time. Don't know what would have happened if
we'd been late and missed our assigned bus. This is not saying there's
never any flexibility in the bus pickup, but it seems prudent to pick a
realistic time while at Logistics and then do your best to be at the
turnaround for the scheduled pickup.

In general, it's a really bad idea to try and plan a schedule around a
burro. Just ask some of the Crews that spent hours trying to get one to
cross the little stream at Maxwell. However, the Ponil Turnaround is
certainly one of the busiest drop-off points on the Ranch, meaning you
have buses coming in all day, at intervals that are dictated by the
departure times at Basecamp. So, the 8:00 am bus(es) at Basecamp will
arrive at the Ponil Turnaround between 8:30 and 8:45. If you're there,
they'll take you, and if not, there's another set coming in 2 - 3 hours.
  It's not a situation where you have to be there at a certain time or
you end up walking to Basecamp. And if there are too many Crews for the
buses that show up, the drivers will whistle you up however many more
are needed. In such situations cooperation between the Crews is needed
- first on site, first in the bus, and so on. Death threats are only
rarely needed.
