The "official" allowed wearing of patches on the red jac shirt is provided in the insignia guide. The uniform police (with full enforcement powers) will tell you that you must follow the guidelines of the insignia guide. They will attempt to lay a guilt trip on you about how scouts are trustworthy and failing to follow the guide is a bad example to your youth. In a nutshell, no, you cannot put either your troop number or your CSP on the sleeve. You can put an official BSA patch on the front, ONE official jacket patch from a limited list on the back and the bull, loon or conch on the left shoulder. That's pretty much IT, though I may have neglected one or two other options. Now, if you are not so fastidious about the official rules, it's your jacket and you can do with it as you please. If you want to look like a Christmas tree, that is your choice. That's what I chose :-).
