Actually Philmont crew grants to councils is based on long haul performance
not single year performance, and so while a council is likely to want
maintain steady state, many of use take our numbers down in Jamboree years
only to return to our traditional number in non-jamboree years.
Also, councils reserve heads, not crews, which are turned into crews by the
ranch ... I can reserve 100, or 108 and still be granted 9 crews.
More likely is the council's economic exposure here, all ranch payments for
2007 are in ... or should be ... and so its that money, a significant sum
... that is at risk.
I won't comment on the ethics of shopping crews by councils or units, but I
believe it is common for adjacent councils help each other out from time to
time passing pairing waiting lists with openings in adjacent councils.
That said, units and councils alike are expected to pay up, or modify their
reservation with camping headquarters so that waitlisted units can be
served. Further, while a council might be at risk for turning in an extra
crew, it won't compare to the beating they will take if they show up a crew
light ... it isn't about the revenue, its about serving the membership.

Another consideration for a Council NOT to relinquish a crew back to
Philmont: that Council would likely get bumped back a crew for the NEXT
year, and should demand INCREASE there would be disappointed Scouts and
Scouters.
Obviously it would be best to find a group within the Council, but
advertising through this list is wise if they wish to continue to receive
the same number of contingent crews in the future. Should they continue to
have trouble filling them, they can voluntarily ask for fewer the next
cycle.
And why does Philmont like contingent groups? All crews pay for 12
persons, so revenue per crew is maximized, and there is some consolidation
of paperwork.
