[philmont] Talent release form

The trek package which just arrived says the Talent Release form is
mandatory, and all parents must sign on one page. Nowhere in the council
planning guide did I notice this requirement.

My crew is a rural council contingent, spread over several thousand square
miles. Logistics are difficult. One family in my crew has deep
reservations about having their children's images broadcast, and may decline
to sign.

Is this a big deal? In other words, will Philmont remove a crew member
whose parents failed (because they're flakes) or refused (because it's
perceived as a danger) or have religious objections to signing the form?
(Is the crew in jeopardy for having an incomplete form?)

Logistically, can we submit multiple counterparts (1-2 parents signing per
copy)? I'd rather not circulate an almost-completed form by mail to parents
who aren't functionally literate.

Philmont's material apparently does not state that a parent's signature is
required anywhere else . it says medical forms can be done at PSR if a crew
member "forgot" them (Guidebook page 5). (An original parental signature
would be close to impossible at that point.) The only written consent
required for youth to attend Philmont appears to be the picture release.

Thanks for your thoughts,
