Don't bother dealing with the (friendly) employees at the airline 800 number -- they're reading from a script. Get on the airline's corporate website and find the phone number for HQ and explain the situation to their Director of Marketing. If that doesn't solve the issue, call the CEO. You'd be amazed at the service you can get by going to the top of large corporations sometimes.

I believe you can get a one time or short-time use credit card for
problems like this. It's specific for this purpose - short expiration
date, very limited transactions, that sort of thing. It may need to be
pre-paid to get the kind of value you'll need - most such cards have
fairly low limits. That means the Council will need to get on the stick
to pre-cut a cashier's check for whatever is needed.
