[philmont] multi unit tour permit

I wouldn't mind a definitive ruling on that as well. We have a contingent
to New Zealand/Fiji this Christmas and have venturers from several other
councils, let alone multiple units.

However, I suspect the answer is it is a region policy, and folks outside
your region can't give you a definitive answer.

I would note, that when putting together council contingents, only one NTP
has been required in the past, and this would seem in keeping with that.

Since tour permits generally have no ties to insurance, and they are merely
location and statistics tracking tools, I suspect also that this should be
no problem having just one.

Our troop has 3 treks for this coming summer. We are including a couple of
boys from our sister venture crew and several scouts and adults from another
troop. I'm thinking that one national tour permit obtained by our troop
will cover everybody. Is that right or does each unit with participants need
to have their own .
