If you are all travelling as one group together, a single National Tour
Permit covers everyone. I have done this many times, and not just for
Philmont. If you think about it, there is no way each subgroup of (for
example) three Scouts from one Unit, two Scouts and an adult from
another Unit, and so on, could possibly fill out an acceptable National
Tour Permit. It is quite possible that only the collective group (not
even the primary/lead Unit) will fulfill all National Tour Permit
requirements.
If your three Crews are going on different dates (don't laugh, this does
happen), then you'd need a separate National Tour Permit for each group.
In the distant past, some multi-Unit Crews would multiple register all
the Scouts and adults from other Units under one Troop, in order to
preclude any "issues" with Tour Permits, insurance, and so on. I have
not heard of anyone doing that in at least 10 years. But if anyone has
real heartburn about this, that is certainly an option. It's also
possible that one Region handles it differently than another - and the
BSA has certainly foxed me a couple of times with their Byzantine
labyrinth of inscrutable rules.
