[philmont] multi unit tour permit

One thing that really muddies the waters in this topic is the distinction
between local tour permits and national tour permits. For contingents from
New Mexico, parts of Texas and Colorado, a local tour permit may be all that
is needed. In that case, the local council rules on LTPs is what matters.

On the other hand, National tour permits are issued by Region, so the region
policy on NTPs is what matters. I don't know which council you are from
Andre and don't know whether you got an LTP or NTP. If an NTP, your council
may not have been altogether authoritative in their answer, unless they
first checked with region.

When we went to Double H this past year, we had multi units with one tour
permit. I asked about it at our council office, they gave me a choice,
either all on one, under my unit number, or each unit doing their own. What
you CAN'T do, according to our council, is list more than one unit on the
permit.
