[philmont] multi unit tour permit

If 2 or more crews are on the same National Tour Permit, they must check in together a HQ at Philmont. This would seem easy, but our 2 crews ended up on 2 entirely different schedules as soon as our respective rangers greeted us. It seems best to me now to do the extra paperwork so that each crew has its own NTP and has all the flexibility it needs in the check-in process.
