That was a Ranger mistake. Whenever a multiple Crew Contingent arrives,
they (the assigned Rangers) are supposed to coordinate getting the adult
leaders for each Crew over to the Office for the check-in and associated
paperwork. This is usually done within the first hour of arrival at the
Ranch. There is no need for separate Tour Permits. After the paperwork
exercise is over, then the Crews and their assigned Rangers are on "on
their own."
