Uhh... no. Facing an odd number of both Scouts and advisors in our
crew, I called Philmont to determine the policy on one-person tents.
Philmont does not allow bivy sacks and requires all tents to be
completely enclosed. One-person tents are allowed for both youth and
adults as long as they are proper tents - i.e. enclosed and not bivy
sacks.
