I have done both 4 (was 9 in '99) and 21 (last year). You have the mountains
backwards (at least for Treks 4, 21, and 24) but that doesn't change your question.
 
 
Your general assessment of the geography of the South and Central regions is
accurate (of course, Baldy is in the North, but you have to cross the Central
to get to Tooth Ridge). The biggest differences, other than geographic, are
water availability and opportunities for program at staffed camps. Water is
generally available thoughout the south (except for Phillips itself and Tooth
Ridge) and there are a more staffed camps. Water sources in the Central region
are more limited and (at least partly due to the limited water) there are fewer
staffed camps - nothing between Head of Dean and Cito, unless you swing way
east like 24 and to hit Dean Cow and Harlan.
 
Depending on how far you want to hike any given day, you will have at least
a day or two without any program opportunities between Baldy and Tooth Ridge.
 In the South you will have program opportunities every day until you reach
Tooth Ridge.
