The 2002 Philmont Guidebook to Adventure (page 14) states that the Philmont-issued
dining fly weighs about 4 pounds and the 2 collapsible poles weigh about 1 pound.
I've never been to Philmont, but I assume each crew gets only one fly. Someone
please correct me if I am wrong.

Correct. One fly per crew. Poles come in four sections, and your Ranger will
tell you to leave the fourth sections in Base Camp, so I guess that pound becomes
3/4 pound. As noted by others, another option is to use trekking poles - a
downside to that is if you have a side hike (such as Baldy) you either leave
the trekking poles behind or need to drop the fly and take the poles.
