Having had the experience of having an extra council contingent trek in a large
council a few years ago, I can verify that, yes, they would have paid for it,
and furthermore that philmont is of extremely little help in dealing with
this, There was no such thing as an orderly cancellation and preference list
(in 1999), merely the suggestion that, heree were a few inquiries they had had,
maybe our council could interest them in taking our trek. The trek remained a
reservation of the original council.
