[Philmont]: "Doctored" Medical Forms

Every time I think I've heard it all....

Actually, this same issue has allegedly come up with downloadable Eagle
Applications, also, so I guess I shouldn't be overly surprised. What I
suppose is surprising is how such individuals don't choke on their own
hypocrisy when they recite the Scout Oath and Law.
