'new in a box' when is the last time a fuel bottle came in a box?

mentions only "fuels (including cooking fuels and any flammable liquid
fuel)". It does NOT mention containers intended for fuel - if they are
clean, dry, odor-free, then there is no fuel, so how can there be an
objection?
An FAA site http://asi.faa.gov/these.asp
prohibits "camping equipment with fuel", so camping equipment WITHOUT fuel
should be okay, yes?
Where do these people get their justification for only new-in-the-box stuff?
Yeah, yeah, yeah, I'll ship my stoves & bottles via UPS, but it would seem
that some bureaucrats are exceeding their authority.
