I would agree with Phil. When we went to Philmont my wifes pack was searched (random pick). Luckily we had them in large zippered backpack duffels (from OR) so it was quite painless but with duct taped plasti bags it would have been a lot of work to rebag and tape everything. They were careful but still it made a mess but with the zippered bags we could just stuff things in and reseal them (bread ties work great) to keep the zippers from opening. We made it with some time to spare but it would have been tight otherwise.

We used two heavy-duty trash bags per pack, one pulled up from the bottom,
the other pulled over the top. Wrap securely across the middle with duct
tape. Be sure to carry extra bags and tape for the return trip.
