The problem, the way I understand it, is that the US Forsest Service
does not own the mineral rights to the Valle. Those rights are owned
by a private company. Which means that public outcry can do little to
change their desires to drill. The Valle was private owned land
donated to the USFS by Penzoil. I'm not sure who they sold the mineral
rights to, but just the land itself was given to the USFS.
