We had two dry camps last summer on trek 21 and 5 litters per person was
enough including dinner. We would tank up at the last supply before the dry
camp and plan on having enough to get to the next supply that morning. The
adults even saved enough for coffee in the morning. Breakfasts for planned
so as not to need water. We were very careful to recycle cleaning water as
much as possible before we dumped it. We never ran out.

I would agree that each person should have a personal water supply for
themselves of 5 liters. Extra is needed only when you are going to a dry
camp. Understand that cooking dinner usually takes around 96 ozs. plus some
for cleaning up if you cook in the pot.
