It's a campsite space thing. Philmont can guarantee you'll have room to
plop those 2 person tents down, but many campsites (particularly the
unstaffed ones) are not set up to have spaces that fit four person tents.
That said, many crews manage to bring 3 and 4 person tents on treks. You
might inquire with Philmont whether your particular trek has any campsites
that cannot handle a crew's worth of 4 person tents.
Yes, Philmont does seem in their literature like they try to control every
aspect of what a crew does. However, in practice it is more like being
there to hold your hand if needed, but if you are prepared and experienced,
they get out of your way (unless you have one of the few rangers who thinks
it's his/her way or the highway).
The vast majority of Philmont crews are *not* experienced in the kind of
adventure Philmont offers, and do need that hand holding. Philmont is,
however, practical enough to know that many crews don't need that much help.
For our crews, with week long High Sierra outings under their belt, the
Philmont experience is a piece of cake. Compared to what we do in the
SIerra Nevadas, the Philmont hikes are usually quite short each day, the
altitude changes are moderate and never get all that high, water is
plentiful, and the amount of supplies needed not that large. For crews that
don't have that experience, it can be downright intimidating at Philmont.

We just noticed a note in the book that says you can only bring 2 man
tents to Philmont. We have Kelty Gunnison 4's, which fit 4 large teenage
boys rather well. Do they really care and what's the story? I understand
about not using bivy sacks but what kind of backpacking tents we use seems a
little over the top.
