The 2005 Council and Unit Planning Guide, pg 18, states that persons coming to Philmont should have normal blood pressure less than 135/85. Persons with mild hypertension (blood pressure between 135/85 and 150/95) probably require treatment, and anyone with blood pressure consistantly greater than 150/95 may be kept off the trail until the blood pressure decreases.
Seems pretty straight forward.
