Just looked at the guide for 05,

The guide reads, If you bring your own tent it must be a 2-person tent (approximate weight 5.6 lbs). Philmont will allow a single person tent in the event of a odd numbered crew. (No bivey sacks).
Bottom of page 8 and the top of page 9.
I don't think they have tent police, do they?

    We just noticed a note in the book that says you can only bring 2 man tents to Philmont. We have Kelty Gunnison 4's, which fit 4 large teenage boys rather well. Do they really care and what's the story? I understand about not using bivy sacks but what kind of backpacking tents we use seems a little over the top.
