Philmont really doesn't draw the line for 18-20 year olds whether a person is considered as an adult or a youth. It leaves it up to the crew to figure out what is best for the crew. This is one of the grey areas that if the person was 19 and wearing a tan uniform they would be considered as an adult and a youth if the person was wearing green. Looks like mother and daughter in one tent and the 2 male adults in another.
