As I understand Philmont rules, anyone 18-20 can be counted as an adult or
as a youth for the purpose of the 4 adult advisor limit rule.

Just to set the record straight, the "4 adult advisor" rule is for adults
OVER 21. As I understand it, as long as the crew is majority youth, an
18-20 year old can be a "fifth" adult.

And at the other end of the spectrum, an 18-20 year old can satisfy the
requirement for at least two adults in a (Boy Scout) crew, only one of whom
must be over 21, but not if the crew is made up of Venturers - who must have
two adults over 21.

But the rules for tenting and showering make my head swim, and in the end
need to be applied with some common sense. I remember a thread from a
couple of years ago about "what if a boy turns 18 on the trail?" It could
be argued that the crew should switch tenting arrangements in the middle of
a trek, but for what purpose?
