The first time I went to Phimont, (as a Boy Scout), I was 19. I tented with my friend, who was 18. We applied the rules pertaining to all advisors to ourselves, rather than try to figure out when we were scouters or scouts in the eyes of Philmont....
It worked perfectly fine, except for a few times when the showers closed after "Scout Time" and remained closed for the "Advisor Minute"!

The "singles" issue relates more to tent size rather than the number of
occupants. Crew make-up may force a single crew member to sleep alone in
a 2-man tent. The explanation I've seen is that the rule is in place to
discourage bivy tents that may appear to be a log to a bear that may
roam through the camp site. A bear could step over/on a bivy where it
would go around a taller 2-man tent. As often the case, bear safety
drives most to the "rules" at Philmont.

I invite interpretation of the 1-person-in-a-tent rule with a co-ed
Venture crew. We have 5 under-18 youth, one of whom is female, a 19
y.o. "youth", and 3 adults (2 male, 1 female). Sounds like 3 2-person
tents and 3 singles. In reality, given that the female youth is
daughter of the female advisor, they can share, but one of the male
advisors is the husband of the female advisor, so it's a bit
complicated. If there were no related parties in the crew, I see no way
around the 3 singles.
What are the rules on the 19 y.o.? If he were in a regular (ie. not
Venture) crew, he would be one of the adults...

I have also been told, (Can't quote from the book) that Philmont frowns
on single hikers by themselves in a tent. Can't have it both ways. If
there are an odd number of scouts or an odd number of adults, (or a
number of odd adults), you need to have either 1 or 3 in a tent.

we brought 2 4man timberline a-frame tents for 3 scouts and 3 adults. It
worked out that way because one scout and one adult were brothers.
If it was in last year's book we must have missed it and still went out
on the trail.
