Be sure to try this out on your shakedowns...
There are several variations, but here is how we did it:
Carry 2 large pots (I think we brought one with us) and 1 lid. You could use any flat thing (but not the sump frisbee!!) for a lid.
Line one pot with the Large Turkey bag with the excess folded over the outside. In this pot, you put your food. In the other pot, boil the water. Don't add as much water as the instructions say initially, sneak up on it. You probably won't use all of it. After you add the water, stir it up really well - this is the hardes part of using turkey bags, getting it well mixed. Twist the excess turkey bag up and stuff that into the pot, put on the lid. Tell a story or sing a couple of songs, then dinner should be ready. You can use the extra water for coffee, cleanup or save for other uses.
The ranger will suggest you 1-pot cook. Usually a good idea, there are one or two meals with mashed potatoes and you should look hard at those before you mix.
The ranger won't teach turkey bag cooking, so the first couple of nights you'll be cleaning pots, but after that, you're home free.
I think the other method is to actually cook, or continue to heat, the food while it's in the bag. The key thing to remember here is ALWAYS have a cup or two of water in the pot, under the turkey bag, if you heat the pot. Similar to a double-boiler. If you dont, well, melted plastic is really hard to get off the pot and doesn't offer much to the taste of the food.

Can you explain how your crew prepare the turkey bag cooking at Philmont?
Our troop is going later this year and wanted to see if we should use this method.
