I am pretty sure that the instructions for all of the Philmont dinners are now boil water, remove from stove, add ingedients, and wait. Burned food on the bottom of the pot should not be an issue. Your assessment of the effort to clean a pot without burned on gunk may vary - my crews consider that "a snap."

My crews have never made the mashed potatoes in a pot. Rather, half the packet is put in each individual bowl and water added (exactly the same as a packet of oatmeal). Depending on the entree, the potatoes are either eaten separately or the main course put over them in the bowl.
