You might also look at Rank and if a scout will have another possible chance
to go in the future. Do you have an order of when deposits were turned
in???? Rank and first come has been the rule in my troop for stuff like
this. I can see how the scouts who are moving would want to go, but is
that fair???

Find out about possible spots in other area units or the council for the
scouts who won't get to go with your unit.

I'm curious to see how other advisors would handle this.
