Always a tough one. I set up the requirements such that age and rank are
the deciding factors. An Eagle trumps everyone, but then age is more
important, the idea being the younger guys have more chance. So a 17 year
old First Class might trump a 15 year old star.
I would put the guys moving on the waiting list, unfortunately, unless they
can make your practice hikes. Crews working together are the most important
thing.

You can also put together a madatory training schedule. You might flush out
some people that way, plus it guages interest.

One important item, never pay Philmont for every slot in advance. If someone
drops out and you can't fill the slot, you are out the $. However, you can
always add the people at checkin when you get there. ie. if you expect to
have 12 people, only pay for 10. Add the last two at the end.
