The National Forest Service has the final say so as to fires being permitted
in the Valle. Philmont can't do much to enforce any fire ban they may have
on the Ranch up in the Valle. However I have known Camp Directors that told
crews that in their camp, there were to be no fires even though Philmont had
lifted their fire ban for the Ranch.
I would advise against making fires in the Valle. Fires are very high impact
and camping in the Valle should be practicing low impact camping. Not to say
that there are correct ways to build fires to lessen impact, but it should
really be avoided anywhere there is not an established fire ring such as in
the Valle.

a great book for learning about low impact camping methods like those
used in the Valle. Also, I wrote a paper for a class of mine a while back

If a fire is wanted for the reasons of fellowship, bring a candle. They fit
nicely in tennis ball canister and stay dry as well. Save the metal pull top
and tape/glue it to the inside of the plastic lid. This makes for a great
base to put the candle on once you light it. Candles have the same effect of
a fire for people to have something to gather around and focus on.
As to the other question, I must be losing my mind but I don't recall Dean
Cutoff. That may have been a new camp my last summer there, but was that one
of the ones there on the Ponil Road? I once went the other way. From Rich to
Pueablano, but we didn't take an established route.
